I found this in the comments section of the Australian. A big hat-tip to 'skut'.

Kevin Rudd has an audience with the Queen... 

“Your Majesty, you have managed a successful reign over Britain for many years.  Please, what are your strategies for such a successful government?” 

The Queen takes a sip of tea. “Oh, there is only one secret Kevin - You must surround yourself with intelligent staff.” 

“But please, how does one select only intelligent people? “ 

“We have always chosen to set them a riddle of logic. Let me demonstrate.” 

The Queen pushes a button on her intercom. “Please send Gordon Brown to see Us, would you?” 

Gordon Brown walks into the room, bows. “Yes, Your Majesty?” 

The Queen smiles. “A question Gordon, please.......Your mother and father have a child. It is not your brother and it is not your sister. Who is it?” 

Brown pauses for a moment, “Nice one Ma’am - that would be me.” 

“Yes! Thank you Gordon,” says the Queen. 

Rudd can’t wait to get back home to ask Wayne Swan the same question.  

“ Wayne! Answer this for me....Your mother and your father have a child. It’s not your brother and it’s not your sister. Who is it?” 

“Err-r....I’m not sure,” says Swan. “Let me get back to you.” 

He consults all of the Treasury and other Government advisors. None can give him an answer. Now nervous about having to admit failure to Kevin, he needs to visit the men’s room on the way back. Inside, he sees Tony Abbott washing his hands.  

“Tony!.....I’ll bet you can’t answer this? ....Your mother and father have a child and it’s not your brother or your sister. Who is it?” 

Abbott tears off the paper towel and while drying his hands replies, “That’s easy. It’s me!” 

Swan is ecstatic! “Oh yes, of course! Thanks Tony!” 

He races back to find the Prime Minister. “Hey Kevin, I’ve got the answer to that riddle - it’s Tony Abbott!” 

Rudd walks up, glares at him and angrily yells in his face - “No, you idiot! It’s Gordon Brown!”
